What is ECAS certification?

The UAE Standards Authority (ESMA) was established under UAE Federal Law (28), 2001 and is the only national standards authority and certification authority in the UAE. In order to effectively implement UAE national standards, the Conformity Assessment department of ESMA has implemented a product safety certification system, Emirates Conformity Assessment Scheme (ECAS), which has been implemented since June 1, 2011. According to the requirements of the ECAS program, all controlled products must apply for and obtain a COC Compliance certificate for customs clearance and sale permit. ECAS certification not only includes safety, but also covers electronic and electrical safety testing, performance testing, functional inspection, detection of hazardous substances and other aspects that may be covered.

MoAIT=Ministry of Industry and Advanced Technology

In 2021, the ECAS regulatory body has changed to MoAIT.


What modules do electronic atomizer ECAS Certification/Registration consist of?

1. Electronic atomizer equipment ECAS

2. RoHS ECAS

3. Smoke oil/smoke bomb ECAS

4. Label ECAS

If the product contains soot, all 4 modules are required; If the product does not contain soot, only the first 2 modules are needed; The soot sold separately requires only modules 3 and 4.


ECAS registration process

1. Register an account on ESMA website

2. Submit an application for a Certificate of Compliance and select the NB institution

3. Upload the required documents

4. Document review

6. The system will notify the customer if the product fully meets all requirements.

Information is required for ECAS registration

2. Factory ISO 9001 certificate and quality manual

3. Label the ECAS COC certificate

4. Smoke oil test report (each flavor/formula/nicotine concentration needs to be tested separately, and it needs to be resubmitted when updated annually) :

Nicotine, caffeine, taurine, ethylene glycol, diethylene glycol, formaldehyde, acetone

Heavy metal residues: lead, cadmium, mercury, chromium, nickel, iron, arsenic, tin

5. Do not add UAE.S/GSO 5030 4.1.11 prohibited substance declaration

6. Product packaging shall comply with GSO ISO8317 standard, be child-proof, and provide a declaration

7. Nicotine dose and intake data under normal or reasonably expected conditions (test report)

8. Validity study of the expiry date mentioned on the product label (declaration)

9. Manufacturer Risk Assessment Study (Document)

10. Ownership of the Dealer (only applicable to the Dealer)

11. List of components of the tobacco oil, including content (in descending order of proportion), name, type, action, toxicity and release test report

12. Declaration of compliance with electronic documents

Other requirements

1. Business License: shall include nicotine trading activities or activities related to any trade in nicotine products

2. How many models/flavors are allowed in a single certificate? A single nicotine electronic certificate can only have one flavor, and only one model is allowed per certificate for electronic devices.

3. What is the maximum allowed capacity of bottled soot and atomizer? No more than 50ml of liquid in bottles or 10ml in atomizers.

4. Nicotine content in the liquid should not exceed 20mg/ml.

5. What certifications are required before the product is put on the market? ECAS RoHS certification, ECAS certification for electronic equipment (or ECAS certification for products, such as tobacco oil), ECAS certification for labels

6. How long is the certification valid? Electronic equipment 1 year, RoHS1 year, label if no change permanent valid.

9. Do I need the factory to certify the ownership of the dealer? is
