玩具安全：美国纽约州禁止儿童护理产品使用三（2-氯乙基）磷酸盐

Tris(2,3 - dibromopropyl)phosphate)的任何儿童服装。为消除儿童通过皮肤接触或咀嚼引致的可能的暴露风险，2011年8月1日，纽约州颁布了法案A06195 使纽约州成为美国第一个禁止儿童护理产品含有毒阻燃剂TRIS的州。
Early on April 8, 1977, the United States Consumer Product Safety commission banned the sale of any children's clothing containing the flame retardant chemical TRIS phosphate (TRIS, TDBPP, Tris(2,3 - dibromopropyl) phosphate). To eliminate possible exposure risks for children through skin contact or mouthing, on 1 Aug, 2011, New York State published the act A06195 and made New York as the first state to ban child care product containing the toxic TRIS flame retardant.
该法主要内容如下:
The main points of the act are as follows：
1) 禁止在2013年12月1日以后在纽约出售含TRIS 三(2-氯乙基)磷酸盐阻燃剂的儿童护理产品
Prohibit the sale of any child care product containing the flame retardant TRIS,TCEP, tris(2-chloroethyl) phosphate after December 1, 2013 in New York
2) 儿童护理用品为三岁以下儿童使用的消费品，如婴儿产品、玩具、汽车座椅、枕头、床垫、折叠式婴儿车
"Child care product" to mean a consumer product intended for use by children under three, such as baby products, toys, car seats, nursing pillows, crib mattresses and strollers
3) 建立处罚，初次违反此法律者最高1,000美元/每天，再次违反者最高2,500美元/每天的罚款
Establish a penalty of up to $1,000 per day for a first violation and up to $2,500 for a second violation
